The United States Air Force, focused toward nuclear weapons and delivery of such munitions against static strategic targets had spent little effort in expanding its tactical capabilities since the end of World War II. La Mancha Negra
La Mancha Negra (The Black Stain) is a mysterious black substance that has oozed from roads in Caracas, Venezuela, first appearing in 1986. Since the appearance of La Mancha Negra, it has caused multiple car accidents and claimed many lives. Determining the cause of the substance has proven difficult and there are still no definitive explanations, despite almost two decades of study and millions of dollars spent identifying it. History In 1986, La Mancha Negra first appeared as a 50 m long smudge. It was noticed by workers as they patched the 30-year-old asphalt on a highway between Caracas and its airport. Initially, concerns for the blob were low but it soon spread. As much as 13 km of highway were soon covered with the unknown material that contracted and expanded with the weather. It was found to grow when conditions were hot and wet but shrink when it was cold and dry. It seemed to prefer tunnels and the uphill slopes outside the airport. Gummy in texture, the blob rendered th ...

Black Spot (Treasure Island)
The Black Spot is a literary device invented by Robert Louis Stevenson for his novel ''Treasure Island'' (serialized 1881–82, published as a book in 1883). In ''Treasure Island'' In the book, pirates are presented with a "black spot" to officially pronounce a verdict of guilt or judgement. It consists of a circular piece of paper or card, with one side blackened while the other side bears a message and is placed in the hand of the accused. It was a source of much fear because it meant the pirate was to be deposed as leader, by force if necessary—or else killed outright. In ''Treasure Island'', Billy Bones is much frightened by it, yet remains determined to outwit his enemies; however, he suffers a stroke caused by the overconsumption of liquor and is killed by the blind beggar (Blind Pew). Later Long John Silver receives the spot, but is calm enough to notice that the paper bearing the spot has been torn out from a Bible, and warns his associates of the bad luck this will ...

Accident Blackspot
In road safety management, an accident blackspot or black spot is a place where road traffic accidents have historically been concentrated. It may have occurred for a variety of reasons, such as a sharp drop or corner in a straight road, so oncoming traffic is concealed, a hidden junction on a fast road, poor or concealed warning signs at a crossroads. For some decades treatment of accident blackspots (e.g. by signage, speed restrictions, improving sightlines, straightening bends, or speed cameras) was a mainstay of road safety policy, but current thinking has it that the benefits of these interventions are often overstated. Effects such as regression to the mean, risk compensation and accident migration combine to reduce the overall benefit. In 1973, Edward Douglas-Scott-Montagu, 3rd Baron Montagu of Beaulieu said in a debate in the House of Lords: In some cases it has been claimed that the end result of such interventions in accident blackspot areas is an ''increase'' in ove ...
